Though I have pass CET_4,6,but I fing I am still a fresh bird when I talk with foreigners.And i need someone who can practice English with me .Where should I go to find them.

You have so many options: Talk to a professional teacher, talk to someone who is offering informal tutoring, look for language partners to exchange messages with, and many more. :D
You're already on a site that has tons of foreigners, you just need to pick someone to send a message to and ask if they could help you. ^__^

And you can also find a language partner.
Proffesional lessons are the best option. Informal tutoring is good too.
