The reason I am writing this complain letter is that I think the buildings security service is not sufficient enough.

I am sorry to say that your letter is hard to understand. I understand that the elevators are unsafe, but I don't understand what the problem is. If it is a problem that can be photographed, if I were you I would take a picture and enclose it in the letter.
