It's very sad that we haven't learnt to discuss, negotiate and agree. War is not a solution... I feel for all the people involved in this. 

Electricity is vital.

Since you have water; probably heat is the next most important thing to survive. Cooking food, staying warm at night, etc. Probably any of those three can give heat, but assuming unstable conditions, you probably want the one you can carry by hand or otherwise use without infrastructure. So solar panels, or gas tanks?
