Good choice in your plan to study in the Philippines.  You don't really need much.  Once you selected the school where you are going to enroll you have to complete some requirements,.  You will need a student visa to study in the Philippines and school requirements.  I don't know where you are from in Vietnam. You can go to the nearest Philippine Embassy in Vietnam. Below is the website for the Philippine Embassy in Hanoi

Weather is the last thing you have to be concerned about because Philippines and Vietnam have the same weather.

Well particulary if you're from a cold country, the weather adjustment would be the first thing.

When its hot, its very I mean real hot. It can raise up to 35-40 degrees. The citizens in here are very friendly so there's no problem when it comes to social adjustments.
