Maternity leave in Russia

The maternity leave in Russia can last maximum 3 years. But women can return to their work every time. There's recently a trend to return earlier, because a child money in Russia is too small. Our state is trying to change this situation and wants to make mothers stay home longer. Since next year there will be no creche anymore in Russia. Children can go to the kindergarten only in the age of three.
But unfortunately our state doesn't try to make the child money higher. Now when the child is born mothers get only one 100% monthly salary and then 40% of salary monthly. When a child is 1,5 year mothers start to get 60 roubles (1 dollar) monthly.
Since 1. January 2007 there is a programm of the maternity capital in Russia. After the birth of second child a family gets more than 300 000 roubles (approx. 5 thousands dollars) as a support.
