I was really shocked to learn (got a real shock when I saw) that Bescom had (has) carried forward (added) the amount charged on my October 2013 month electricity bill to the (with) November invoice, (month Electricity Bill,) despite my already having settled (the fact that I have already deposited) the October (2013 electricity) bill.

For reference purposes, I have enclosed the (an) October (month electricity) bill and confirmation of payment herewith. (its payment receipt with the application.)

Please accept this letter as my formal (This is my kind) request for your (to concerning) authority to reissue me with a rectified electricity bill for (of) November 2013, so (. So) that, I can make settlement thereof. (payment of it.)
