All sentences begin with a capital letter, and 'I' is always a capital letter. All questions have a question mark at the end. In British English 'practice' with a 'c' is a noun e.g. I'm going to football practice, but the verb has an 's' e.g. 'to practise my language'.

How can I improve my English?
How -- always start your sentences with a capital letter.
I -- whenever you are referring to yourself, "I", you must capitalize it. Remember that you are important! So write it like you mean it. :)
You don't need to use "language" after the word English. English by definition is a language.
Always end your sentences with punctuation.
. - Periods tell us when to stop reading.
, - Commas tell us when to pause.
? - Always use a question mark when you are asking a question.
! - Exclamation points are used when you are excited or angry. Use this mark when you want extra emphasis on your sentence.

I - you are important! Capitalize all "I"'s
hope- your usage of this verb is a little off. You can say "I am hoping to improve my language here and practice with friends from all over the world." This breaks up the sentence and makes it simple to understand.
