I want my city to become the most beautiful in the area. I have developed a project for cleaning up the urban environment. I am making a project before the Duma on 25 June.??  I don't understand this last sentence.

I want my city to became become  the most beautiful city in the area. I have developed a project for cleaning up its' urban environment  . I am making giving a presentation of my  a project before the Duma on 25 June 25th.
