Я американка. Но я немного говорю по-русски. А Вы откуда?

Как ваши дела? (or you can also say: Как у вас дела?)

Я америка. 

Америка is the name of country, if you want to say your nationality you should say американка (American). Or if mean where you are from, you can say: Я из Америки (I'm from America)

Но я немного говорю по-русски. Вы откуда?

 Вы откуда? - This sounds like a bit of a surprise, like when you see a person which you didn't expect to see in a place. To remake it to the standard "where are you from?", it is enough to add just a single sound: "А вы откуда?" (And where are you from?)
