Both versions are correct and mean the same to most people. However for some people and those that are concerned about punctuation and actually read the punctuation. The second version with "He said" being capitalised would probably if reading the sentence out aloud, say "He said" with the capitalised "He said" -> say that part much louder giving it much more stress than the first version "he said". It was actually a little difficult at first to spot the only difference between the two 'he said" versus "He said".
