It kind of depends on the context. What is it said in reply to?
Usually it means 'I love you in spite of that', or 'I love you no matter what'.
For example, if somebody says that they feel sad or embarrassed about something, the other person might reply 'I love you all the same' to mean 'That doesn't matter to me, I love you anyway'.
