(I grammatically think from the original, that things are so bad that
our guns are not shelling us. but apparently, my analysis is not in line with normal logic of the context of the original.)
why does such ill sentence exist in dictionary?

I'll give you another example to help explain. Imagine everyone at work is mad at you. You come home, hoping things will be better, but your wife is mad at you too. You might say:
"Things are bad enough without my own wife turning against me."

Means the situation is already bad and thus it's worse when the guns are shelling them.
It's not an ill sentence, but a very common type of remark. Climate change is bad enough without multinationals drilling for more oil.
