I don’t slow down for another minute at least but sail parallel to the ground, like a bird. When I slow down, I run my fingers over my hair. The wind teased it into knots. What does tease mean here?

When you tease a person it means you talk to them in a manner that pokes fun. Teasing can be good natured or malicious. It can be gentle or rough. Whether good or bad, it always jostles. By extension, the wind can do the same to your hair. It can be gentle or rough as it jostles.
