In English, “clear” means that things are obvious and easy to be seen, while “bright” and “brilliant”mainly refer to light or colour shining strongly.
“Clear” means that people have good eyesight and can see things with ease. Only when people see things clearly, can they say that they understand them. Thus, “clear” is used to express the meaning “to understand.” Evidently, “clear” refers to people's sharp and clear understanding of certain things in these expressions. In addition to understanding, “clear” also has the metaphorical meaning that things manifest or exhibit themselves clearly or obviously so that they become easy for people to understand.
