How could I understand the meaning of "are binding on" in the following sentence, Security Council resolutions are binding on all countries in the UN. I can not find the usage in the dictionary, but I find a meaning of "bind" that is "to force somebody to do something by making them promise to do it or by making it their duty to do it", maybe the meaning is appropriate in this context? Thanks for your help!
