The first one would sound more normal if you added more to the sentence. For example: by the time of some event in history.

As Jonathan says, they are both correct. I suspect you want the second one - you want to refer to the situation as it is at present? But the other could be used like, "English had (already) been spread widely around the world by tourists/the British Empire/merchants/etc. by the time .... (something else happened).

They're both grammatically correct sentences. The first one is in the Past Perfect tense and the Passive voice. The second one is in the Present Perfect tense and the Active voice. They both need a period (full stop) at the end to be properly punctuated.
