'Top' is a general word for any piece of clothing that is worn on the upper part of the body so t-shirts, sweaters, shirts, etc can call be referred to as tops. So the women are both wearing yellow tops but they may not be the same type of top. One may be wearing a t-shirt, the other a shirt.
