Are these two phrases the same meaning?
Is 'on some level' equal to 'to some extent'?
For example, are "they absolutely have to support you on some level." and "they absolutely have to support you to some extent." the same meaning?

Had to change my answer because I didn't read your examples. They are not always equal in meaning, but in the two cases you gave, they would be.
"on some level" can also mean, considering in a specific way:
ie. "on some level, human beings are just a collection of cells"
"To some extent, means the statement is true, but not wholly.
"To some extent, human beings still behave like other primates."
