Who or what is beautiful?
Sally has a cat that is very beautiful.
So who/what here is beautiful? Sally or cat?
How do understand this sentence correct?

cat <- that is
It is the cat "that is" beautiful.
He has a car that is blue. car <- that is
It is the car that is blue.
If you wanted to say that Sally is beautiful, you would rearrange the order:
Sally, who is beautiful, has a cat.
Note that I used 'who' to refer to Sally and 'that' to refer to the cat.
