尽く書を信ずれば即ち書なきに如かず 
(Kotogotoku sho wo shinzureba sunawachi sho naki ni shikazu)

It's a classic Chinese quote from Mencius（孟子　Moushi）, rather than Japanese proverb. The credit should go to ancient China.
