I feel the best way to learn new words is to read a fairly challenging book, especially regarding a subject you would like to build vocabulary on, and look up words as you go along. This will help you understand how the words are used in context. It is also a good idea to hear the word's pronunciation using an online dictionary.

Read a book. Find a new word. Make a flash card with the word on one side and the definition (including sample sentence) on the other side. Try to use the word ten times in one day. Or five times for five days. That is a good way to "learn" it by using it.
