It's a right color,right size and it's just for her. Which is the best way to say it?
It suits you, it matches you?What about this dress matches your eyes?

"That dress suits you very well" is good.
Or, "You look really good in that dress".
Or, "That dress looks good on you".

"I want to tell my friend that her dress suits her well." We never use "say (person)" in English. It's completely unnatural.
