This is Egyptian Arabic and she or he is writing in Franco Arab which is writing Arabic with English letter they tend to use numbers instead of the letters or sounds which have no equivalent in English. Something like 3 to represent ع
NOT MY CUP OF TEA though, I don't recommend this way of writing at all.
