What does "socked with" mean? Beef and veal shoppers were socked with some of the biggest increases, as prices jumped 4% from January. Does it mean "face with"?

You are correct, it does mean "faced with". The word "socked" refers to getting "hit". For example, "During the fight, Billy got socked in the face." So, in your example, it is implying that the shock of the price increase was - figuratively - like getting punched.
