In this situation, I would normally send the person a card, and write this: I'm very sorry to hear that your sister-in-law has passed away. My thoughts are with you at this sad time.

Esta frase no es usada en el Ingles. Usualmente se diria algo como "You have my condolences. (tiene mis condolencias)" o "I'm sorry for your loss. (Lo siento por su perdida)".
