I agree with the gentleman from the States. Government aid helps citizens. Government subsidies help/aid citizens. We also say... government grants help/aid..... Here in the UK the government provides grants to certain people at certain times to help pay for solar panels.

"Government aid helps citizens.." is better. You could also say "Government subsidies help citizens.."
