I wanted to stand up and smash his face but no sooner had I made the slightest gesture than my rage and shame were wiped out.
I don't understand the part after "but". Could someone explain it for me?

Belgian is a person's name, why does it use "a" in front of people's name?

'Belgian' isn't a name, it's a person who comes from Belgium. You could just as easily replace 'a Belgian' with 'an Australian', 'an American', 'a Briton', 'a Canadian' etc.

'Belgian' isn't a name - it's a nationality. The person comes from Belgium, so he is a Belgian.

The wording is poetic.
"No sooner had I made the slightest gesture than my rage and shame were wiped out."
="My rage and shame were wiped out no sooner than I had made the slightest gesture (to stand up and smash his face)."
="My rage and shame vanished an instant after I made the slightest movement to punch him."
