In on it Probably the task force was involved in commiting crime. - Are you telling me you think the task force was in on it? What does 'in on it' mean? Does it imply the task force was involved or it doesn't I didn't understand it from context. It's from True detective episode 5 season one 42:59.

To be "in on it", means to know about a plan that is only known to a select group. I could apply to a crime or a surprise birthday party for example. It doesn't necessarily imply direct involvement, it's more about the knowledge of a secret plan or scheme.

You are correct. "in on it" means they were involved.
