"Later on" is just another way to say "later" in this context. "Later, Victot called." means the same. I can't think of an example where you couldn't replace "later on" with "later" but the opposite is not true. You wouldn't say, "he took the later on train" but have to say " he took the later train."

'Later on' means 'at a later time'.
