Is this sentence a proverb?--- he would kill more birds on the first of September than anybody else .
I have read this sentence in the novel "Pride and Prejudice" by Jane Austen. And the whole sentence is: and she (Lydia) was sure he (Wickham) would...else in the country.

This is not a proverb. It refers to the first day of the shooting season for certain types of game birds (partridge, woodcock, plover, etc) in England. So, he would be showing his skill with a gun by shooting more birds than anyone else on the first day of the season.

I think it may be a really really old fashioned proverb but it isn't in common use in Britain today. Did you like Pride and Prejudice - just out of interest because I'm a fan of Jane Austen!
