If I understand you correctly: "A person has done many good things which has made him popular." Then that sentence is more or less the same as: "A person has done many good things which has increased his popularity." Is that what you meant?

I'm not sure if I'd say that the phrase "increased his popularity" would be considered a collocation as you can say he "elevated his popularity" or "heightened his popularity" without native speakers being too adverse to the phrasing. The popular example of a collocation would be "strong tea" as phrases like "forceful tea" or "powerful tea" are never used to convey the same idea. As for the phrase itself, it is perfectly acceptable to say "he increased his popularity" Hope this helps :)

I can't understand the link between your example and the use of the word collocation, so no it's not common
