They are often called "footbridges"--for example, the Arthur Fieder Footbridge in Boston:

"Overpass" by itself usually means a vehicular overpass for cars. When it is for pedestrians it needs to be called a "pedestrian overpass." As Bruce says, "pedestrian bridge" works, too.

"Skyway" is also used: the Minneapolis Skyway System, http://en.wikipedia.org/wiki/Minneapolis_Skyway_System
