Does "Tho." stand for something like "Thomas" in a name like "Tho. Bowles"? what names may it stand for?

Yes, 'Tho' is Thomas. It wouldn't stand for any other name.
If you have read this abbreviation somewhere, the text must be at least a hundred years old - a Dickens novel, for example. This convention of abbreviating the spelling of men's first names ( Jas for 'James' for example) fell out of use many decades ago.
