Person A - I called you at least ten times. Why didn't you answer cell phone?
Person B - I'm sorry. I didn't hear my cell phone with the noise.

Monique is right. But just a small typo "too noisy" instead of "to noisy"
You can also say:
I didn't hear my cell phone. There was a lot of noise.

Why didn't you answer your phone?
I couldn't hear my phone it was to noisy.
