Asher is correct. The part after the comma certainly isn't natural English, and doesn't make any sense. Has it perhaps been (badly) translated from another language already?

My Chinese is not good enough to help you translate, but as a native English speaker I can tell you that the original sentence doesn't realy make sense. So it will be hard for anyone to translate it. Does it mean young men who earn four thousand (dollars?) a year? That's all I can imagine.
