We really need more context here.
If you've established that you're talking about services, it isn't necessary to repeat the word. One could, for example, write:
"We will first examine the U.S. healthcare system from the point of view of providers. Then we will consider it from the point of view of recipients."
It really depends on what kind of service you are talking about. For specific kinds of services, we would use specialized words. The recipients of legal services are clients, the recipients of healthcare are patients, the recipients of retail services are customers.
