Is it proper way to say?
Stellar job! I heard it from a child. I am not sure if it is proper way. Thanks.

Yes, stellar just means really good or really great.
Good job! -> Great job! -> Stellar job!
That was a good movie.
That was a great movie.
That was a stellar movie!
