Well that was a nice touch for example
You had organized your room and finished but some one change some thing in to it so you can use that was a nice touch
Also in fashion when you wear some thing and someone give you a new advice. Or give you a new thing to wear [emoji][emoji]

As you can see, people are having problems trying to explain this expression. Can you tell us the full context in which you read or heard this?

it depends on the context: if you have talked with someone, you can use that sentece to say that it was a great communication / dialogue ( touch to someone )
Furthermore you can use this sentence to express something connected to the manner to treat someone. for example: you have a great touch with your customer !
I hope these examples could be useful to clarify your doubts ;)
