Anything wrong with "contribute" in the following sentence? If not, does it mean "make up"? India is a country with 1.2 billion people, of whom 30% still live in poverty, and 56% of the workforce is engaged in agriculture even though it contributes only 18% of GDP.

Contributes is better. You **COULD** use "makes up" and the meaning would still be perfectly clear. I think 'contributes' is more appropriate and slightly more formal for this topic.

The sentence is ok. Contribute is perfect for the context.To contribute means to support, help or assist. Make up is more like how something is/was done/created.

"Contribute" here means "is responsible for." Agriculture contributes 18%. Agriculture is responsible for 18%. Both mean that only 18% of GDP comes from agriculture.
