What does "looking to ~" mean?
Does it mean the same as "looking forward to~" ?

No, they are completely different.
"Look forward to" (+ noun / + ...ing) -- you are excited about something which is going to happen
Examples: I look forward to our next meeting. (Also: "I'm looking forward to...") I look forward to seeing you soon.
"be looking to" (+ do ...) -- you have a plan / intention
Examples: I'm looking to change careers. They're looking to buy a house in this neighbourhood.
Another expression that looks similar but has a different meaning:
"Look to" (+ someone + for something) -- you need someone to help you or advise you
Example: Her little brother always looks to her for advice.

It can have a couple of meanings, but the meaning that first comes to mind is "intending to (do something)" or "hoping to (do something)". Does that fit your context?

look to someone: to hope or expect to get help, advice etc from someone
look to something: to direct your thoughts or attention to something
