Can it express a present statement or because of 了 it's just past tense?
I want to say in general terms that "I like to sing when I take a shower".
Can I say it that way ? :
我洗澡了我喜欢唱歌。
(I know there are many other structures that would express this idea, but I just want to know if I can express present general concepts with 了)

了 use in the present perfect or the past perfect tense and you can think it is a symbol of both

you can say it in this way:我洗澡时喜欢唱歌；OR 洗澡时我喜欢唱歌。

In your sentence, the "了" expresses action completion. You should use "时" for concurrency.

or more idiomatically,
我喜欢洗澡时唱歌。

A sentence with 了 mostly means past tense or future tense. For example: 我洗澡了 means that I took a shower already.
我去洗澡了 means that I am going to take a shower, or I went to take a shower. It depends on the context.
