1. Has been happening continually for the previous 12 months. 2.Has happened occasionally during the previous 12 months.

in the last year - wrong! Just "last year"

٢٤ يناير ٢٠١٧

for the last year- means during the last year, whereas in the last year - means particularly poin of time - last year.
