Hi Wendy, "Short notice" means that the person you are asking something of is only made aware of what you are asking shortly before you need it. For example, if you wanted to meet up with a friend in 30 minutes, and you just now told them you want to meet up, this would be called giving them "short notice". What this service is saying is that a driver can come pick you up and give you a ride without you having to schedule days ahead of time. They will come the instant you ask. Hope this helps!
