U.S energy production is about 1.5 times that of Russia.

It means that US energy production is equal to Russia's energy prodution multipled by 1.5
For example, if Russia produces 1000 kwh of energy, then the USA produces 1500 kwh

It means the power made by the U.S is 1.5 times more than Russia makes. Or in other words, 1.5 times that of Russia.
