The ears of this boy are large and look as though they would "flap" if the wind were blowing. To flap is an English verb for the waving motion of flexible, flat objects like flags or wings. The waving or undulating motion they make in the air is called flapping. Now, making this into an adjective, as in "flappy" is a common English practice, especially in informal speech to describe something ridiculous or comedic. It is strange that the speaker says " tiny, flappy ears," because normally this word is used with large ears that project away from the head, much like an elephant's ears.

We usually do not use “flappy” with “tiny” because, of course, “tiny” means “very small.” However, people often refer to “cute little animals” that have ears that stick out from the head. “Flappy” is an adjective that typically refers to something that flaps, like wings. A bird flaps its wings when it flies, so something that flaps is able to move up and down or forward and backward. The best examples of flappy ears are an elephant or a dog with long ears, like a basset hound.

Maybe you mean "Floppy"? Floppy is an adjective that can refer to things like dog's ears or elephant ears. Hope this helps. Brant
