Hi,
It means the man was probably wearing really nice pants since he got hired even though he was actually half-naked! I haven't watched the movie, but it seems the interviewer was somehow shocked by Chris Gardner's attitude or appearance and gave him a sort of sarcastic example. Hope this helps a bit, cheers!
