I believe, there's no any sense to ask such sort of questions if you even yet ask it in English and not in the language you are learning. Sorry. But my advice is just, skip it. Come to some more real words and phrases.

For me as Russian prefix вы- works like out or away (выселить -- to oust from a residence), поселить with prefix по- (or without it селить) means to settle. This works like in. Despite the выселок и поселение both are a settlement, there is a subtle difference linked with the prefixes' undertones.
