It usually means counting from 1 to 3. But if you count down from 3, nobody would find anything wrong either.

"Count three times" would be the translation, count from one to three, 从一數到三 count down from three to one, 从三(下)數到一

actually they are the same ,no matter counting from 1 to 3,or from 3 to 1, 都是数三下 only when you means countdown ,it need counting from 3 to 1
