Hi Mohammed,
The answer should be: Let me ask you a question.
In this case, "let" as a verb is used in the imperative mood. Verbs are used in the imperative mood for commands, requests and instructions. By allowing someone to ask you a question, they are performing an action of asking; therefore, "let" is a verb here.
LET vs LETS
Verbs come in singular and plural forms. These forms are matched with nouns and pronouns in singular and plural forms respectively.
Examples:
They (plural pronoun) / The boys (plural noun) LET (plural verb) this happen.
The boy (singular noun) LETS (singular verb) his brother vandalise the wall while he watches.
LETS vs LET's
As mentioned above, LETS is a verb in the singular form. LET'S is a contraction of "Let us". It is commonly used for suggestions.
Example: I see sunny skies. Let's (Let us) head to the beach!
I hope this helps.

You would say "Let me ask you a question".
"let" implies allow / permit (me to do something)
"Let's" is a contraction of "let us"
Lets is the 3rd person singular for the verb "to let" i.e. he/she lets.
