"draw a line under sth", does it mean to put emphasis on it?
as in the sentence: "such a departure would probably draw a line under the affair".
I read it from newspaper, it's about a former bank governor who was suspected of tax evasion resigned, and the "departure" in the above sentence refers to his resignation.

If you draw a line under something, it is finished and you do not think about it again. In your example it would mean the bank governor's career is well and truly finished. Another eg' Let's draw a line under the whole episode and try to continue our work in a more positive frame of mind.'
